But this discipline cannot be imposed with constraint and violence; it requires a strong man to whom all the hearts turn and who causes enthusiasm. To be able to deploy his talents, he needs the confidence of his silent partners who must leave him the whole responsibility as long as the war lasts.
But a war is always a dangerous thing, it brings damage and devastations. This is why we should not undertake it lightly, but only use it like a toxic medicine, when there is not any more recourse.

The right cause and a clear and comprehensible goal of war must be explained to people by an experienced head.
It is only when there is a precise goal of war to which people, completely conscious, can expose themselves, that the unit and the force of conviction leading to the victory are born.
The head must be in the middle of his army. He must be in contact with it and divide the goods and the evils with the mass he leads. This is the only way he is able to satisfy the heavy requirements weighing on him. The distinctions he receives are legitimate: they do not constitute a privilege personally granted to him, it is the whole army in the middle of which he resides that is honored through him.
